Gengetsu (幻月, literally meaning: Illusionary Moon) is a relatively rare atmospheric phenomena, where the moon shines so brightly that it appears to have two bright spots at its sides. The gen (幻) kanji is also used in the term genjutsu (幻術), probably making an allusion to Gengetsu’s skill in this field.
8. Danzo Shimura – Kotoamatsukami
Danzo the head of the Anbu corps. the underground intelligence agency of Konoha and which is involved in underground work of Konoha.
As a leader of the dark ANBU faction, Root, he wasn’t afraid to do whatever it took to protect the village – even if it meant sacrificing his humanity.
One of Danzo’s most powerful techniques which he acquired was Kotoamatsukami, a Genjutsu of Shisui Uchiha’s Mangekyo Sharingan.
This illusion is incredibly rare and nearly impossible to counter, as it allows him to manipulate his target’s actions without them even realizing they’re being controlled.
But since he wasn’t the original wielder of this he was killed by Sasuke hence couldn’t get a higher rankings in this list.
7. Jiraiya – Toad Fortress
Jiraiya, one of the legendary Sannin , the teacher of prodigies like Minato, Naruto, Konan, Yahiko and Nagato and the pervy sage was among the very first few other than Hashirama Senju to master the Sage senjutsu.
Jiraiya had learned under the toad of Mount Myoboku and became proficient in many jutsus.
He was among the strongest Genjutsu users his Genjutsu needed help from the toads of Mount Myoboku but the shortcoming of this was that it was sound based and could not be used when fighting multiple opponent.

The actual owner of the Kotoamatsukami Shisui Uchiha really deserves to be on the third place as he was so overpowered that if he was present during the fourth ninja war Madara would not be able to get his hand on the ten tails.
Itachi Uchiha who we all know how powerful he was said that he was no match for Shisui Genjutsu prowess.
He had the strongest sharingan ability that a human could get his hands on.
2. Madara Uchiha – Infinite Tsukuyomi

Madara from his childhood was a kind hearted person just the war and loosing his brother turned him into who every shinobi fear.
